Acme Municipal Development Plan and Land Use Bylaw: Comprehensive Review and Update
The Village of Acme is working with Palliser Regional Municipal Services (PRMS) in a comprehensive review and update of the Village’s Municipal Development Plan (MDP) and Land Use Bylaw in collaboration with the Village Council and its residents. The new MDP and LUB will replace the current MDP Bylaw 2021-03 and LUB Bylaw 2022-02.
Municipalities perform a comprehensive review of their MDP’s and LUB’s every ten years or as required to ensure that policy directions are current and implemented when making day-to-day decisions on development applications.

What is an MDP?
The MDP is a high-level plan that guides and directs the framework for future growth, land use and development towards the long-term vision of the community. An MDP is a statutory plan, and the provincial government requires all municipalities in Alberta to adopt an MDP by bylaw. As a statutory plan, the Village is required to follow its policy statements in the MDP when making any planning and development decisions.
The MDP considers the current and future needs of the community, including housing, commercial goods and services, transportation and utility systems, economic development opportunities, and municipal services like parks and recreation.

What is a LUB?
A Land Use Bylaw directs the use and development of lands and buildings. By establishing land use districts (zoning), the LUB regulates the types of activities and buildings that can occur on any specific property and when development permit approvals are required. It also contains regulations, such as building height, maximum parcel coverage and building setbacks from property lines. The LUB is the tool that the long-term vision and goals of the Acme MDP are implemented on a day-to-day basis. The purpose of the LUB is to enable development, while minimizing the potential impacts on adjacent neighbours.

What is the goal of the MDP and LUB comprehensive review process?

The new MDP must comply with provincial requirements of the Municipal Government Act [see Section 632(3) and 636(1)].
The LUB must comply with the provincial requirements of the Municipal Government Act [see Part 17, Divisions 5 and 6].
